When a Lithium Ion Battery is dead, can the Lithium in the battery be reused?

When you have a lithium ion battery (computer/cell phone), is it possible for the lithium in the battery to be reused to make another battery (assuming it was recycled properly).
I understand the concept of recycling. My question is specific to the usability of the lithium in a dead battery and if it can be reused to make another battery.
